You got it all wrong now, so let me shed some light into it for you 
If you want to work with these offers, you need a tracker that is able to detect the carriers, CPVlab is not one of those.
Trafficfactory is not a good traffic source for this, because as you already know, they don't offer carrier targeting. 3G traffic is usually quite small part of the overall mix, so there is no chance for it to work.
I've been running campaigns in Asia by using beyondhosting without problems, but still, a CDN is recommended.
When targeting foreign GEOs, make sure you have properly translated banners. Or use generic ones that are often used with PIN submits : download icons, video screens with a play button ...

I can answer at least some points:
3. 5% of the clicks detected on carrier is way too low. The program or your setup have eighter a glitch or you get only the shitty WIFI traffic. A rate of 30% carrier traffic compared to 70% on WIFI should be realistic. If you buy not targeted by carrier, it will be impossible for you to make a postive ROI when you run a carrier offer, if its PPL its a different game but in your case no way. Better move to an other network that allows it. If you still wanna buy there you have to send the other carriers to fitting offers for the other carriers&WIFI or you go the easy way and send all the rest to a performancenetworks smartlink
5. In Nigeria you can have conversions even with blind redirects on all carriers and OS beside Smile. So you can send Bulk traffic, if you wanna carrier target it go for Airtel and Glo. Desktop (with WIFI but also 3G) works in Nigeria way better by the way
Good luck - one thing I wanna add, this TIER 3 markets are cheap so you need to spend lets say in an example 50 € to make 100 Sales, in Germany you would need to spend the same for 1 or 2 sales. So not enough Data you get for the money... So I think TIER 3 is a good playground. I would also recommend to try all kind of Arabic countries, they have currently a boom!

1. With hosting located in Europe and without DNS, users from South America might have serious problems with the loading speed. It’s better you use DNS or change the hosting location.
There is no way to do a perfect test of loading speed unless you are located in the GEO which you want to test, but at least to have some idea try this service https://www.dotcom-tools.com/website-speed-test.aspx
2. If you follow my suggestions from the step one, there will be no point to switch the tracker 
3. That’s the thing of Trafficfactory. The best and the easiest way would be to send traffic to the Smartlink, which will choose the best offer for each carrier and Wi-fi traffic.
Still, because of the high percentage of Wi-fi traffic and basic targeting options, it’s pretty hard to get profitable in this ad network.
The best ideas that cross my mind is to try CPS (cost-per-sale) or CPL (cost-per-lead). Since you are at the beginning of your AM path, CPL is the better solution for you. By CPL I mean Adult Dating offers with Signup form submit.
In fact, I have the offer just for you: 2338 - Dating - Multi - Well Hello.
Another offer you may try is 11852 - Adult Dating - IT - IuMeet. It’s not CPL, but the stats are showing good results for both carrier and Wi-fi segments.

Exoclick is the best sources for carrier traffic, they have the most volume indeed. Their carrier detection is also pretty accurate, so you won't receive a lot of unwanted traffic ... at least not in most GEOs. The unwanted part can be sent to a smartlink, yes. You can also target by IP ranges over there, but first you need to get them somewhere and finetune them, it's a bit complicated but doable. For the starters, their targeting should work fine thou. BTW: exo has mainstream traffic too, so you can start there even with mainstream offers.
