I have several profitable CPA campaigns running on Looksmart right now, with some conversions coming in as low as a penny. You want to make sure your account is set up to allow campaign-level blocking of referrers and subids to filter out under-performing publishers. They will turn these features on with a phone call. Also, I recommend using day parting to filter our overnight (US) traffic at the start, and starting with Smart Match as they call phrase matching. Their Keyword Optimizer is useful, but not very reliable for determining ad position.
You can do useful "tricks" like passing the {City} or {State} name directly into the headline or body of your ad copy. You can also pass the {feed} and {query} (raw search term) back to your tracking server like Prosper to know exactly which terms are converting and from which publisher.
The volume seems good in North America, but I'm not getting much traffic in Australia - although I'm targeting just Sydney right now.
