This is a problem I have been having since a week ago. All the Facebook accounts that I was using for buying ads were banned at once, and I suspect that it was because a massive revision of our IP (or maybe not... any other idea for the massive ban?). However, there was only one account that wasn't banned, and I'm having problems with it at least during few hours every day.
In the "surviving account", the spent of the ads stops several hours each day; then, ads re-activates and spend money in regular way. At the moment I always associate each stop with an account inspection by Facebook, so in that inproductive hours I remove all advertising from the destination website as it reduces the things that Facebook can see in my ads and may not like him.
I've been in this situation for a week, but I don't understand what exactly happens in my account while Facebook doesn't want me to spend money. I'm sure it's not about low budgets or creatives with a lot of text, which is the typical answer given by Facebook support. Ads simply spend for a while, then stop and then spend again.
Did it happen to someone else? Do you know if it is a revision of the account or something much simpler, like there are more advertisers and ads that chances of showing advertising has Facebook? You think it may be related to the recent massive bans of my other accounts? As I said, all of this happens since a week ago.

I had the same with some of our accounts. It's very strange, had it in 3 accounts I believe. The ads were active, spending, stopped and suddenly spend again after hours. I noticed that it had something to do with changing or adding campaigns into the account. The ads became active but didn't spend or already running campaigns stopped spending.
I also noticed that after the "stop" everyday at 7 pm or 8 pm the campaigns start again. And in all 3 accounts. The accounts don't have any connection with each other.
I don't know what made this happen so can't tell you a solution, but only that you are not the only one with this issue.
