You cannot cut os, carrier, or dayparting, just a blacklist. It's really hard to optimize.
What are you doing to optimize camps in there?
You simply have to work with what you are given.
You can sometimes try to increase your ROI by sending some traffic that doesn't work for your main offer to other offer types, maybe even trying a smartlink.
For example, say you found an OK placement but Android 4 does poorly on it and it's quite a bit of traffic. Then you send Android 4 to a smartlink and notice it increases the ROI a bit, even though still negative. It also increases the ROI of the overall placement. Therefore you now have most traffic going to your main offer and a part of it to a smartlink.

I am pretty sure it is possible to cut OS still, if can check statistics from your tracker and cut according to it in campaign settings. Although the tracker and Smartlink could solve the issue, consider (if nothing else works) creating campaigns specifically for the placements/operators you need. Not easy, and time consuming, but possible to adapt
I haven´t found anything about operators though, have you tried to contact PopCash support?

Its probably worth contacting their support. Just search for popcash on skype. They are very helpful and responsive. They might be able to optimize some options from the backend for you.

I'm sure you can cut OS, but not OS versions. If we talk about browsers, you can ask support to cut some browsers (for example only Chrome). The same thing with Carriers. You can't cut one carrier, but you can ask them to turn off/on carrier traffic. So in this case you can receive:
1) WiFi+3G
2) 3G only
3) Wifi only
What I do with parameters which is not working for me well? You have some ways:
1) Send this traffic to monetizer or other smart-link networks;
2) Create rules for each parameter and redirect traffic to another lander/offer/vertical. For example if I run AV I send this traffic on Sweeps.
