No, it is not NECESSARY, but it could make things a little easier if you are able to present yourself professionally. Even a clean, personal website will be fine if you are applying to networks as an "individual"/"sole-proprietor".
The only thing you need to show to the network manager is your ability to drive traffic & revenue.
