So I have a couple of questions. First is, whether or not its important to use a VPS from the start of creating my first Bing campaign, or should I start with shared hosting as I am only testing with a minimal budget of $150 coupon, hence lower impressions?
Also, do you recommend I should first create a lander, or start my campaign through direct linking a Bing ad to the clickbank product?
Ps. I'm a beginner, any tips/extra support would be appreciated.

I'd recommend starting off by split-testing between a lander and a direct-link.
What's the payout on the Clickbank product? Depending on the payout, $150 may not be enough to get a statistically significant test.

I'm afraid that, as far as I know, there's no real credible tracking solution currently available for free. You'll have to budget in a paid tracker in order to track properly.

Also, after reading your simple and lowest-cost way to setup landers on Amazon's CDN, published in 2012, is this method still relevant today?
If i was to go down this path, and use downloadable landers already set up (in the forum) how exactly would I customize them, through Dreamweaver I imagine?
My other option is to buy beyond hosting, use http://Thrivetracker.com/ (1 month free trial), set up my own landing page on wordpress using thrivethemes for redirecting to click bank products.
What would you recommend out of these parallels, if none, what?

That guide was published in 2015, not 2012, and it's absolutely relevant today - in fact, it's the approach used by many if not most people on this forum.
You can customise landers with Dreamweaver, Muse, or by editing the HTML in something like Visual Studio Code.
