Same lander, 10x different ctr in two geo, why?

I ripped a lander, put it in two GEO, South Africa and New Zealand. I think they both have the same language: English.
In the South Africa, the ctr is 3%, and in New Zealand, the ctr is 0.3%. What causes that huge different?
My traffic source is PropellerAds.
The reason I can think about:
A: There are a lot of bot traffic in New Zealand, so the ctr is so low.
B: The users in New Zealand saw a lot of this kind of lander, they are just tired to see the lander like this.

At first, I think the difference might be the server location. so I moved my server from Europe to Sydney, it's much closer from new zealand. but no difference. still as low as 0.3% CTR

Both A and B could be valid reasons.

To debunk A check your placements report and see how are placements performing.
It could be 1 big placement driving most of the (bot) traffic, in this case kill it.

One more reason - are you sure the LP don't have some country specific elements such as: country flag or hardcoded country name? This can be a killer as well.

No, it doesn't have any country specific contents.
I will take a look at the placements.
Are there any other reasons?

One more reason for you :

CTR is very GEO related - less developed countries usually have higher CTRs compared to the developed markets. The reason is, the "newbie" surfers are more "hungry" and less experienced, so they click on anything Obviously, ZA is more of a "newbie" surfers country compared to NZ where everyone has been online for over a decade.

One other thing to consider - did you reach statistical significance on your testing, and did you split-test at exactly the same time?

Time of day and day of week can have a significant impact: do not assume that two tests conducted at different times are effectively a split-test, because they aren't.
