iPad 2 Campaign @ Cubics (tight budget)

Hey Guys so here is what i am doing. I had in mind to start with paid traffic with $2k but i got my earnings + account on cpalead terminated(don't use them) so now i am on very tight budget.

I have like $200, i have to make as much $ as possible for these 200 bucks
So the offer is iPad 2, 64gb zip + email submit for USA with $2.00 payout.

The Ad network is AdKnowledge
I am targeting USA very broadly without further demographic targeting (should i target more deep ?)
This is the image that i am using

I got 0.5% ctr at first on similar image for another niche. And the CTR fell to 0.250% for 130k impressions..

So what do you think how i can maximize my profits for this campaign?
This is one of the frist campaigns that i am running with paid traffic though i red a lot i have trackcking 202 and i am good on photoshop so with little suggestions i can boost the ctr up..

I am biding CPC $0.10 i plan to switch to CPM when my ctr is high enough ( for what CTR should i aim so i can switch to CPM)
Min CPC and CPM on the network for usa is $0.10

So please give me some suggestions about this while i am waiting for cubics to approve my campaign
Thanks.

@ppchound thats the goal to draw atention and to make you click and then the pain is relieved Am i on the right path ?

UPDATE: They disaproved my campaign reason (The user has to complete an offer to win)
So now i will try to bait and switch i hope this wil work ^^

I would encourage you to run legit stuff. They will kill your account very quickly. Since they run on Facebook there's a lot on the line for them if non-compliant offers make it through.

Well i would run legit stuff but now I have to be a little shady so i can make the startup cash..

Why not run some (niche) dating campaigns on PoF with the excellent help of maynzie's post? I think something like that will help you a lot more then looking for some fast, shady money...Finally, it's up to you of course
