I'm using Popads.
With this Tier 2 Geo, the websites that are sending me large amount of traffic have 60%-70% of bot traffic.
The good side is that even with this amount of bot traffic, I'm getting some conversions and 0-10% ROI.
Should I group the websites by their bot rate and bid according to the bot rate?
I just set up the tracking today. So I don't have enough conversion data.
I plan to block the websites that have high bot rate and don't generate any conversions. But now, I don't have enough conversions to do so. Not sure if this is a good idea...

But generally speaking, bot % is not the only factor to consider when cutting a placement, it can be profitable even when the % is relatively high - as you have already figured out yourself.
Grouping placements byt bot % and adjusting bids sounds like a pretty good idea, but I'm afraid it's gonna be too much work to be a viable method.
What I personally do : I keep the bot placements too in case there is enough real traffic to deliver multiple conversions. Then I simply try to improve the funnel, to be able to keep as many of them as possible.
