Well, that's how it is, big placements can still be poor performers, I'm cutting large placements all the time, even thou they give me the most conversions. Profit is what matter, not the amount of conversions.
In some cases, better creatives or offers can obviously save such placements. But it's nothing unusual to pause even the largest ones.
If I cut those placements I'm gonna cut the sources of conversions, if the camp that is in -50% ROI can turn down to even less ROI... This is a new point for me so.. check it out.

I want to say one thing. Always if your TOP placements (for amount of traffic, not for profit) gave your bad results, your have to optimize your targeting, lander, banners. Because you'll do only 1 thing if you blacklist them - cut your traffic. So in this way I really recommend to create a LP and try to optimize your targeting. Pubs - it's the last think we should optimize (only super red pubs we can cut at the beginning).

Your funnel is not good enough to be profitable on those placements. Cut them to avoid wasting money, improve your funnel (test more offers, they have the highest leverage). If you have improved your funnel retest those big placements.
Or break them out into a single campaign with reduced bid and see if you can get them profitable this way and still get good traffic.
