Or Russin 1Pin submit?
Or some Game offer in Affilate network?

Try the interstitials with AV pins $10+ payout in central / west europe (think Italy, France, Switzerland...). The startapp traffic is pretty expensive, you need a high payout to make it work. Don't let the bidding graph fool you, you don't need to be complete in the green region.

I recommend to try Pin Sweeps (Win an iPhone 7) or Antiviruses. GEOs: PT, GR, PL, IT, HU. It works very well now.

Great! Thanks for you answers! So, my StartAPP history: i was try to test super mario CPL offer, GEO US. iwoop.com network. I Start a compaign on StartAPP, my budget was $200. After 1 hour i see, that i wave 10 000 (WAT?!) clicks on iwoop and 0 conversions. On StartAPP i see that my balance is -$5000. (WAAAT?! again). (I start think how to sell my car). After 1 hour i see that my balance is +$50. (I stop think about car selling). So, next morning i see that my balance is -$3500 again, and i write to support, they reset my balance to 0 and say that next time i should make a low price for US. And... Now all my budget for cpa marketing is $5
