Is it a good idea to start from Native Ads for newbie?
I have experiences on google adwords and facebook, a very good programmer know quite a lot about web and http things. About $2000 - $5000 budgets to start.
Should I start with the Native Ads?

Will wait for people with more native experience to chime in, but personally I would not recommend starting native with that sort of budget.
Just getting used to how native works will take a good budget, and then you'd need to throw money at a camp to weed out all the junk placements/targets.
How are you doing with facebook? If I were you I would focus on that, make some money, and THEN use that money to fund my native explorations. But that's just me. Let's see what the others say.

Forget about it with that budget. Not going to cut it sorry.
Just your overheard and testing will blow through $2-3k very fast.

Budget is too small.
5-20k to break into a small Tier1 GEO if you hustle. 4-5 times that in a big GEO.
Once you're running, you need at least 1-2k/day to float revenue.
You will usually have low margin camps around 30-40% ROI.
Means you need to do high absolute numbers to make it worthwhile.

By the $2000 budget, that's the money I can afford to lose before I got break even. If I can get break even or get 20% roi after the $ 2000, I can definitely invest much more money on it.

I know a lot of guys doing high margin CPS on it, and its becoming a normal thing too by the way!

To echo what others have said: I'd avoid native with that budget. You'll only have enough budget to test about 10 campaigns at the usual payout levels that work on native ads - that's not enough to learn and optimise. Go for something like pops instead and you can test 10x as many campaigns, which gives you a much better chance of success.

What pops ad network do you suggest? What kind of offers works well on pops? Thanks.

The best way to find out, would be to either go on some torrent download sites to trigger popups, or get a subscription to Adplexity:

It's a tool you'll be needing if you do decide to run pop - it will allow you to do spying, and to "borrow" landing pages for promoting offers.
Here's a list of a few offer types that work well on pop:
Sweepstakes, antivirus, mobile content (videos, mobile games, wallpapers), app downloads, casino/gambling/betting, biz op, forex/binary. For adult, add casual/adult dating, male enhancement products, muscle supplements....basically offers that appeal to the general male audience.
Some of the most popular pop traffic sources are PopAds, PropellerAds, Zeropark, PopCash, Adcash. For adult add Exoclick to the list (PopAds, Zeropark and PopCash have adult traffic as well as nonadult.)
