Yes they work on FB, although not allowed.
According to FB rules, it is forbidden to promote pin submits. Though, if you cloack, you will manage to do it.
In theory, it is much more easier to promote mobile offers on FB, since you set range of addresses of only those addresses you really need, and you do it for a certain needed GEO, so such campaigns are not so noticeable for moderators.
