You cannot really buy a "good" email list, you need to build it on your own. Any list that is for sale is most likely pretty poor, automatically scrapped, spammed to death etc ... On top of that, any list you buy, you are legally not allowed to email it, as it would be spamming : maybe with the exception of lists where the users agreed to their email addresses being sold to third parties.

There are companies who are "renting lists" - read that they will mail promo messages for you.
