1. Question:Pop cash TS
I just run a test on pop cash, where I notice pop cash no advance targeting (no carrier, device & others). Some more, we can't filter site placement. Then how we can utilize this traffic source? Any advice?
2. Question: Whatsapp Pin submit
I have selected few TS for this kind of offer. The targeted carrier are not top carrier in that Geo. It's 3rd carrier where I try to run over few TS (exo, Zero Park, Pop ads, Propeller). I found out the available traffic not much even I bid 10CPM. Any advice?

You can hit up the popcash support for advanced targeting like carrier only.
Target different carrier, more carrier, or move to a bigger GEO. Or buy in bulk and send the redundant traffic to a monetizer or build a different funnel for it.
You can only work with what is available, some sources offer precise targeting, some don't It's always worth a try to hit up your manager and ask for possible options, as sebastian_r suggested.
Same goes for the available volume, you can only utilize what is available - when the volume is too low, it's not really worth the effort, but in many cases, you can make decent $$ even with mediocre volume. Run a few tests and see what kinda figures you can reach and then make a decision if it's worth pursuing such a campaign.
Yeah, they can enable carrier targeting (not specific carriers, but only carrier traffic), however it will cut their volumes dramatically.
Anyway everyone has the same targeting options, so if others can make it work, you definitely can too!
Your job as affiliate / media buyer is to do the work behind the scenes ie. have the right flow management to squeeze out most of the traffic.
