I wanted to start this follow along to see how I can bring back to life and scale this campaign on Bing.
June-November I've been running this financial offer on bing that was linked directly to advertiser.
The payout is $250 and in June-September is was converting very well with only $15-$20 daily budget.
So with 5 conventions/month ($1250 profit)I would spend only about $400-$500
December I paused this campaign as it died down.
I am hoping to bring it back to life, so I will take your advice and run with it!
A few thing I've done so far:
Cut down on Keywords & added negative keywords:
23 Phrases (before I was running 117 keywords but cut out all the non-performers)
43 Negative Words
Split-tested Direct vs LP:
LP did not perform as well.
Tracking:
Linked it through

You should still be able to get some solid data from
Try to ask the advertiser if they tracked the click ID, in case you passed it at all... in that case, you could import the conversions. Some kind of tracking would definitely help you in the optimization process. Even if they don't support postbacks, they might support some other means of tracking...
How much traffic did you send them without seeing a conversion, before you discontinued the campaign?

I'm not sure why you would cut keywords if you do not know which ones are preforming. My focus would not be on cutting keywords but adding more in to get more volume. If you are profitable off the bat then ramp up not down.
I would also setup remarketing on search for this if there is any volume going. Might as well get it in there as you have signs of life.
You mentioned "Prases" If you are phrase bidding I'd move over to BMM ( Broad Match Modified ) as it will help get you more volume and possibly at a cheaper CPC. Your CTR will go down but overall you should be able to find some nice looking keywords with decent volumes that you can exact bid on.
Biggest hangup I see is tracking. You need to work that out and I'm sure you can probably do it.
