I have a lander that consistently runs around 30% CTR on one traffic source, I recently tried it on a different source and can't seem to get more than 10% anyone else experience similar results? This lander has a backfix script.
What are the different traffic sources? They target the same audience?
Ones popads the other propeller - yep same audience across the two
So many variables. Different distribution channels, different audiences, different placements, etc.

Different LP CTR on various traffic sources is very normal. Every network works with different publishers, they use different backends ... some rebroker traffic from other networks, which results in more redirects and delays ... BOT % are different too ... usually it all comes down to the actual placements.
Unless of course there is some problem like Erik mentioned - different sources can use different safe-browsing detection or audition tools.

And what traffic source is less than 10%?
And most likely the problem is that these sources just different. So, traffic itself is different too. That's it. If we take one and the same resource - popads, for example, when you target one and the same GEO for two different offers CTR can vary drastically. But you speak about two different resources, so no wonder that you have such different rates.
