i just started a campaign and here it's :
offer :lifetime netflix membership (SOI) >>GEO: uk
payout:1$
traffic source: popads.net
landing pages : 2
budget: 5$
campaign got me like 2000 impressions on popads report but only 720 on tracker (bevomedia) i don't know why ! and clicks on offer on "tracker" was 25 and on my "network" it said only 6 clicks .. why there's a huge difference in number !
landing 1 : CTR was .8%
landing 2 : CTR was 3.5%
i did some optimization like i stopped landing 1 and made a new one beside my second landing page and exclude some websites and device types,...etc
i run another 5$
results was so bad too ! impressions was like 1900 also there's still difference in numbers between traffic source and tracker
landing 1(after some changes) : CTR was .7%
landing 2 : CTR was 3.4%
still no conversions !
what can i do ??

1st - stay away from UK. It's too competitive for us newbies. I've already spent a lot there getting no where 
2nd - two landers are not enough
3rd - with $5 you are not gonna get even 10minutes of traffic in UK.

There is always some clickloss, but your % is pretty high. Can you tell us more about your setup? What host, what tracker, what landing pages ...
Note: just noticed your remark about bevomedia, I'm not familiar with their system, so can't comment on that much. Looks like they bring tracker, traffic exchange and offers all into one package? Anyone has experience with this?
Have to agree with "platinum" too, UK isn't exactly the best GEO to start with.

If you are short on budget, try using Amazon S3 as I'm taking for granted that you are going to work with HTML landing pages at first.
As for servers, fast ones make a huge difference in CTR & CR. SSD ones have proven to be the best solution. Check once again The On-boarding Zone Articles.
Maybe wordpress isn't a friendly solution for AM proposes. Get an account on Adplexity and rip a bunch of landers there, it'll be helpful. There is a special discount for STM members.
Also, one tip regarding tight budgets. I started with tight budget myself and it became a bottleneck in testing budget allocation and offer testings. Bottom line, you'll spend more on tools and incomplete non-reliable results that may lead to failure.
