So setup a custom audience with old customer emails and phone numbers, and made a look i like of 2% of that got about 600 000 people. Uploaded three ads and they been running for 24 hours.
I got a Relevance score of 7,7,8. What are good numbers and what is bad numbers when it comes to this. At what moment do I need to set down and work on getting them better, Is it hard to get 10?

I've gotten 10's when I really found the right target, But 8's are very decent and should give you a nice and low cpc and some longevity. Just keep optimizing, look at the social engagement with your ads.
But make sure to give FB time to do their algo voodoo magic and find the people that react positively.
They care insanely much about their user experience.. so ads with ton's of negative feedback and little positive don't fit their brand and get the boot.

Try more images, really. That should do the trick with custom audience to get higher relevance!
Is this relevance score really relevant?
Relevancy score is just a computed value reflecting several other parameters. It does not often reflect ad profitability in a direct way, so don't get hung up on it.
If your ROI sucks, its probably because your costs are too high and/or your revenues are too low, likewise because your CPCs are too high and your conversion rates prohibitively low. Not because a score number is below 7.
Focus on what matters.
anything above 6 is good.. so your scores are good
