Good CTR bad bad conversion
So i've been blind testing some offers with a payout of around 0.5 - 2.00 in Sweeps with CTR of 20%-19% on most of my landers and on 2-3 pop traffic sources, spending x5-x10 to get significant data - can I assume the offers just sucks... and move on?
how common is having high CTR yet 0 conversions?

You are probably misrepresenting destination.
For instance your copy "Get your new free iPhone Now" and actual offer page "Enter your details below for your chance to get a new iPhone on our Christmas bazaar"

More common than you may think.
I could stick a simple piece of code on a lander so that it will automatically redirect after x seconds, plus a backbutton redirect script, and get 100%+ CTR - but it doesn't mean the lander will convert. And like you said, it would also depend on the offer. And this is assuming the traffic doesn't totally suck.
How many landers were you testing? This is exactly why I recommend to test as many different-looking landers from adplexity as possible during initial testing.

Yeah pretty much what I did vortex not only did I rip all the different/look a like landers I could find I also threw in some of my own that I designed, so 7 of them.
I decided to do a recheck on the offers I was working with and they have adsense ads (don't know how I missed this) on them as well as redirected (probably on a rotator) to a completely different offer (checking with Hidemyass from said country/clearing cookies).
so this is a major failure on my part for not doing my research first

The various redirects will be most likely fallback redirects setup by the affiliate network, they are loading for you because you do not match their targeting - doesn't have to be GEO only, could be also based on device, OS, carrier ... Many networks do this, it's pretty annoying at times for sure.
How large was your test actually, how many pops did you buy? When you look at the placements distribution, is it evenly spread across dozens of placements, or you see a few large placements eating up the bulk of your spent?

No need to feel bad! It's something almost every affiliate marketer has to go through at least once (i.e. sending traffic to an offer that is either inactive or is otherwise no longer available).

Nice! That's the way to do it. By doing so you can basically rule out landers as the reason for the lack of conversions.

Like matuloo has pointed out, it may be due to your browsing from targeting that isn't accepted by the offer.
We need to find out whether that's the case, or if it's because there's actually something wrong with the offer or your affiliate link.
You're already using HMA so the geo shouldn't be a problem. Are there other offer restrictions such as only certain mobile carriers or OSs are accepted?
Could you also check with your AM to verify that the offer is still available and active?
