1.3GB in Philiphines and Indonesia. This may answer it all
Its just too big, not sure hows the internet connection in these geos, but it could be one of the good reasons why it didnt worked.
If its on mobile another reason could also be not enough space for the game.
You should start with something easier IMO.

im from indonesia. i can tell you that average connection is not that good to download 1.3gb even on wifi, and % of people connected to fiber is still low here - even on big cities.
it could take ALL DAY to download, maybe your target market give up after seeing the file size. try something lighter if you are targeting third tier countries.

I work for a major mobile network and the offer definitely performs. Not saying I personally would run it but pubs are making it work even right now with zero doubt.

$24 spend? These days you cannot throw double digits at something and expect huge ROI.
We usually spend $600-1000 to test an offer properly, many angles, many creatives, 2-3 landers to see if there's any chance of it working.
It does take usually trying at least 10-15 offers to find a winner, and then all the investment which is a big red minus will be made back plus profits afterwards.

Facebook
Yes you are right if you are using App Installs Objective.
But with Traffic objective its possible.
With one Safe Landing Page + Safe Passthrough Offer directly to Google Play without Tracking Link.
AdWords
I am just figuring it out, I received also an Email today that my Domain was banned. Although I have used safe Google Tracking Link without random Redirect and Safe Lander+ Google Play Linking for Reviewers.
Everything was running fine last week so lets find out whats the issue
My second Email from Google:
- after receiving my First E-Mail that my Domain was Banned and submiting the form for Landing Page review, because there was no Mallwer whatsoever I have received the same Email today
- I gues the
Voluum redirect and Rules are fairing this ISSUE, but unfortunately I would not be able to run direct Linking to the tracking otherwise. So probably will create 2-3 Domains and switching between thouse so my adds will be up all the time.
Any ideas how to solve it?
1. Make the necessary changes to your site that currently violates our policies:
Policy violation: Malicious or Unwanted Software

Circumventing systems
Engaging in practices that attempt to circumvent or interfere with Google's advertising systems and processes
Examples: Cloaking; using dynamic DNS to switch page or ad content; manipulating ad text or site content in order to bypass our automated system checks; restricting AdsBot crawler access to so many of your landing pages that it makes it difficult to meaningfully review your ad, site, or account

Thank you for your feedback Attila.
Yep i couldn't agree with you more. I just wanted to review my first step on this campaign. As @fightingfffreedom said the offer is converting so will run another testing rounds.
Next steps:
1) unbann Domain on AdWords
2) research similar offers with over 1 GB and see if there is targeting audience in ID & PH on Facebook
3) research citys in Philippines and Indonesia with fiber WiFi connection
4) Create 3 LP and test LPs with direct linking.

okay let me help your research, since im indonesian its easier for me to find info.
- start targeting cities (kota) and excluding regencies (kabupaten) for better connectivity targeting.
https://en.wikipedia.org/wiki/List_o...s_in_Indonesia >>> sort by population, paste to excel. you may want to start from 100k+ or 200k+ pop.
dont bother including regencies (kabupaten) because the infrastructure is bad.
- indihome is a branch of telkom, which is the biggest internet provider here and is owned half by government half by public.
indihome coverage:
http://fibermap.indihome.co.id/
keep in mind each of those dots on the map can only cover 100-200m of area. but you can see easily where is the concentrations of fiber in the country are located
- biznet is the premium and second largest fiber provider. currently their service coverage is concentrated only on the island of java, bali, and sumatra.
biznet coverage:
http://www.biznetnetworks.com/en/coverage-area/ >>> click on "region" dropdown menu and take note
actually if you want to test your offer is converting or not start by doing on the area covered by biznet first and then you can scale on indihome later.
well hope that helps you. for PH i have no idea.
good luck.

There are more problems that I can see here : the game is pretty niched, you need to target the right users with it, otherwise they won't convert. It's a common problem with games, you need to know what placements or interest groups to target.
The format's you used in adwords - those large 320*480 and 480*200 formats are used for interstitial ads, those have the highest unintentional clicks % - you will have massive CTR but that traffic also has very poor CVR. 320x100 and 320x50 are the best converting ones usually.
Games are generally pretty hard to convert, if you want to stick to CPI, try to look for utility apps or some other broad appeal apps.
