I have opened an Facebook ADS account on old account.
I wanted to add Paypal as payment method, but
while adding logging in the Paypal thoutgh popup window, i've got this error:
"We are unable to complete your request at this time. Please try again later. We apologize for the inconvenience."
This was newly created PayPal account. Created on mobile ISP IP.
I did some buying for domain and ebay before adding it to the FB. Those purchases went through normally but were small.. each below 1€
Paypal answer:

As I want to have multiple such accounts.. calling is a bit out of the way to approve them.
Can anyone help or direct me, what I am doing wrong?
Paypal is as solid as it can get. Just work with their customer support to fix the issue.
These are farmed accounts.. a lot of them, so I search for a better solution than calling them each time 
Unfortunately, in the case you described consider the account flagged from paypal and even support would not be able to help you here. They will probably be willing to, but as soon as their algorithm detects a throwaway-paypal-for-facebook-ads-account, you'll almost always be unable to recover from. I believe going around those new paypal restrictions has recently even gotten harder than creating a new fb ads account altogether.
You need a new VPS with preferrably the same OS and Geo. Browser would be Chrome anyways so you can use PEditor. Relogin on your fbook account and play around for a few days. Create this new ppal account and let it MATURE for a week or two. Still make your purchases like you did before.

For clarification... paypal accounts were only 1-2 days old.
