It the safepage rate too high? Or did you get banned?
It is very difficult, almost impossible to cloak in adwords, if moderator comes - immediate ban of account. And he most likely comes if the account is suspicious (bad IP and so on)
If the account is rather trustworthy, you can try to use redirect to eliminate bots, and it will work

Best way to get this info would be face to face conversations at fairs, parties, meetups, etc.
I used JCI to cloack on Adwords and it worked for me, but I haven't used it since September and don't know it still works or not, but I think you should try it.
