Working with BM as Ad Agency

Likely, I passed all my BM accs across FB checks. All previous checks as i guess were because of my wrong accs managment. So, I have some question "for future". Please help me to understand the way with minimal risk.

0. Firstly, I promote perfume and linens in RU. Want to add CPI offers from CPA-networks. Use FB and Inst both.
1. Today I made only 1 camp with 1 set and 1 and for special caution. Then the ad was approved within 10 seconds. And as I set the schedule to the morning, the morning began extremely great! With new creative (thanks for Zeno manual) I got 2,5x CTR compared with old creatives. So, I got lower bid and more clicks. But just in 4-5 hours ad was disapproved.

At this moment right to describe what type of ads was. It was ad for perfume for RU. I sent traffic right to LP because of the website isn't CPA. It's website of private client. So, I didn't use cloaking.

WTF? How to ensure risks of such sheet?

And the last I notices, when at least one camp was dissapproved today, all others new camps go dissapproved automatically during this day. Sometimes It goes for 2 days. WFT2?)))
2. I have 5 private (non-CPA) clients/offers in my BM now. And I have a limit 1000 for creating accs. Is it a good idea ti create all 1000 for that insurance of risks?
3. Even if my clients aren't CPA offers but private offers, I think it's more safely to use cloaking. Now I do like this:

- take a TDS (in my case CPA tracker
- redirect all non-RU traff (I work only with RU) to related RU sites with higher MyWOT rating
- other "my" traffic redirect to offer

My be I do mistake at some place?
4. If I do cloaking for different 5 non-CPA private offers should I make w5 different domains with 5 different IPs and 5 different trackers for safety?
5. Anyway all 5 offers ads are in Instagram. So I need minimum 5 inst acss (in fact, ideally, 10 - for M and F). Should I create this accs via proxy or I should just create them and add to BM to promote?

If you are running private, clean offers (whitehat?) I don't see the need for cloaking and all this cloak and dagger.

In fact, if you try to redirect people to random sites when non-RU, all you are going to do is send review clicks to pages that are likely not relevant to your ads, which will cause disapprovals (e.g. if your ad is for perfume and you are sending to random clothing stores in Russia).

perfume, as i anderstood is a "orande", not red hat offer. So, it's not white completely. I use cloaking and redirect review clicks to RU most popular perfume site. This one on MyWOT - https://www.mywot.com/ru/scorecard/letoile.ru

So, today we move site to http://aromo24.ru and I'll try to use cloaking through Voluum with ISP addition you mentioned in your tutorial. May be, it will help...

You know. My first campaigns for this offer and site above with orange myWOT (http://be-trandy.com) were approved straight to website without tracking. And I got a great ROI. Then I've started to think about optimization, tracking and other things. A began to rebuild my camps and get more and more disapproved.

I began to ad from my personal acc. Then I created BM and start creation ads there. Generally speaking, I made mistakes on some part of way that now can't understand myself. My be you help me to back up?))
