Can you help to find all the lists of countries 1 - 4 of the world?
For example, the 3 countries of the world is:
Asia
Africa
But this is not the whole list.
I need a complete list of all countries, where to find such information?

Tiers are just levels of something, you can pick your own criteria and divide pretty much anything into tiers.
When talking about Tier 1.2.3 countries in AM, it actually refers to the level of development in relation to how easy it is to bill customers in this GEOs, how developed the infrastructure is etc ... things that matter to us, internet marketers.
Tier 1 are the most developed countries, so pretty much US, Canada, Australia and the old EU states, you could also add countries close to EU who are not members because they chose to stay out : switzerland, norway and you might add Japan too.
Tier 2 would be the new EU members like Slovakia, Czech rep. Romania ... you know which ones I mean, plus the more developed countries from Latam or Asia - We could argue about some new EU countries, they might be considered tier 1 now.
Tier 3 is the rest pretty much - the more poor states in africa, latam, asia ...
There really is no point in compiling a list, it's not gonna help you in any way. It's good to have an idea, when using the "tiers" in discussion, but that's about it.

Tiers are also often related to pricing in the country. Like Matuloo said, Tier 1 is usually move developed and customers are easier billed, meaning that there are more billing offers that drive prices up.
The LCV from someone in Tier 1 is also higher than someone in Tier 2 and Tier 3.
That said, when the advertiser makes their tiers in their offers, they might use different criteria. Don't get stuck into tiers imo, just look at pricing and volume in each country you have an offer you want to test.

Tiers do very a lot depending on who you ask.

If a network is providing the tiers and it looks a lot different it can be very reflective of traffic costs in each.
