I am looking for adult mobile pops mainly in tier 2 and tier 3 countries.

What would the best options be to begin with?

For cheap ones, test plugrush or juicyads. Exoclick has them obviously and pretty much any adult network - the standard POP networks like adcash, popads ... these have some adult volume too. Clickadu is adult and POP only I think, so check them out too. There is quite a lot of them out there, but these should keep you busy for a while.

Also ,you can check ero-advertising.com .And you can speak greek to me too We have tier 2-,3 and over 90% of Greek adult mobile (and web) traffic . : pm me or skypeme : takis-eroadvertising

BTW, what exactly do you mean by 90% of greek adult traffic? 90% of all greek traffic that exists? Or that 90% of your traffic is Greek? I'm confused a bit
