Still not clear what you want to do 
Are you talking about striking a flat deal with some site owner, so they sell you all of the POP traffic that site has?
Or do you want to ask something about the traffic source popads.net ?

Do you mean buy all traffic from a specific site/zone? In this case you would need to do a whitelist campaign, bid high, also duplicate your campaigns to get the highest possible % of traffic. Another way would be to find out the site URL and make a direct buy with the site owner.
