CTR is related to the chosen country and target.
For example, if you have two campaigns, one with a broad target and another one with a more specific target, the latter will have the highest CTR.
If you have a campaign that has a good interaction with the public, the minimum CTR should be 6%.
The minimum CTR to run a campaign should be 3%. In case it's below that just stop or re-target it.
Remember: a good CTR allows lower CPC which in return is reached by having a more specific targeting.
