How to create new account?

Hi,
So I want to create a new facebook ads account but I keep on getting banned....
It might be because of my payment method, but my question is more about the process of the creation of the account. (For ex: when to post pictures, how many friends should I add, where should I get images from, should I post anything etc)
I looked for a guide on the forum and I couldn't find one...

adding friends would be waste of time.

if you really wanna know how to make accounts get technical and research the possible ways they could track you... then you gonna come back to this feeling like pablo escobar n shit
