What you have just experienced is called click loss and it's pretty typical.
There is some % of traffic that did not hit
Nothing much can be done about it, but what you can do is to use the Update costs feature in Voluum to have your costs aligned with Popads.
Yup, the infamous click/traffic loss - as Erik told you it's caused by bots partially, then there is some traffic that gets lost because of connectivity problem and part of it is just fake traffic.
The good part is, the loss is usually pretty stable from day to day, so just adjust the price setting in
