Is there a smooth way to create IP ranges list from a list of converting IPs from your tracker data?Also I know some are buying carrier IP list from Maxmind for example, is that a better way to go about IP targeting?

maxmind is pretty much what most traffic sources offer you as carrier/isp targeting. digitalelement has the better data. but as far as i know, they do not sell the database itself. after years of working with carrrier offers, i still try to figure what is the best possible way to ip-target. and i fear, there is no ultimate answer! it depends on the country, the carrier, if you own data or not. no easy topic 
Tnx for shating this cool tool.I guess the best way is combine your data and industry data. a lot of networks/advertisers are giving these days ip ranges to target within specific offers and sometimes it's also good data to use
