Finding publishers - how do new affiliate programs do it? (1)

Apologies if this is in the wrong place (mods please move it if need be and sorry for the trouble).
I am assisting a merchant who is establishing their own affiliate program (helping with software integration, hiring and and so on).
One of the issues that has come up is the question of how affiliate programs find new publishers who can promote products in their niche.
They are looking to join a network in addition to having their own program, which will hopefully help them ramp up publishers, but they would like to establish their own channel as well.
I have fond a couple of tools like Linkdex Publisher Discovery which seems to trawl google results and parse for familiar referral URL's (thereby identifying that a site is promoting something, although it can only guess by keyword classification what it may be).
Does anyone here perhaps know of some other tool / strategy that could help? This is for a range of consumer products and the potential range of target sites is quite broad.
