I created a new ad and let it run for 24hrs. I think turned on the cloak and increased budget. The day went well with decent CPA. However the next day no traffic at all. All ads are still active. I have it setup for website conversion. Any ideas as to why a campaign would just stop getting spend?
Whenever this happened to me I would delete all my ads and run a WH page likes ad....I was paranoid that I was under manual review. (I have 0 proof that I was or wasn't)
It took over 24 hours (around 30ish) for any ad to run after that 'pause' they did on my account.

Warming is already done. I am getting traffic but it is very little compared to first day with cloak on and budget increase.
Does your pixel set correctly? If Facebook not able to detect it, you will not able to spend.
Can you see any conversion reported in your Facebook ads manager?
I have started with automatic and was seeing around $10cpm's so I put manual at $35cpm and still no traffic. Only thing I found that gets it going again is completely redoing the adsets and ads.
Yes but its not 100% lets say out of 10 conversions only 4 show in fb. Could be the issue?
It sounds like you have a number of issues that are not necessarily linked.
1. You have only a small % of your conversions showing in Facebook. Either your pixel is not technically implemented well, your conversions are being attributed to different ads vs what you think they came from, or your tracker/wherever you get the other conversion data from is incorrect. It's probably the first option? Note that you don't need pixel data at all for ad delivery. Not having the pixel firing will not cause ads to stop.
2. You have bidding issues. Firstly, the bid you put is not a CPM. It's a conversion value, the end CPMs you get are not directly linked -- it's not like mobile display or pops where you are bidding a set amount per impression. If you are in a situation where you are not getting impressions, bid higher, simple as that. If bidding higher and higher does not bring impressions, the issue is elsewhere.
3. You are running non-compliant stuff - I presume so given you talk about cloaking. I am unsure of the specifics, but Facebook is pretty damn good and catching you quickly, so a manual review and their systems clamping down on your ads is a pretty likely culprit.
4. Your ads could be performing terribly in terms of CTR, user feedback, and so on, resulting in them quickly losing effective bid in the system, at which point raising your bid might not help them break out. Making new ad sets/ads would reset such factors for the ad unit, hence the revival of traffic. If you can duplicate the ads then I assume FB has not flagged them, which makes #3 a less likely culprit.
Do some split-testing, look at data like user feedback/relevance scores/etc. and try different ad delivery optimisation modes.
Sometimes deleting BH Ads works and your acc is not banned LOL but 90% sure you're gonna be banned.
