Hi,
It looks like our White Hat Account Ban is permanent, dont even get Facebook to give me any details.

Do you know if its possible to get our retargeting data to a new account under my name? Its more then 3 million users that I would love to keep at least.

Can you not share the pixel/audience data with another BM/ad account? If your access to that function is disabled, you are likely out of luck.
