How can i make seperate campaigns for cellular and WIFI on go2mobi?? When i select cellular only, the list is empty?

Check the inventory tool they have, see if there is indeed any cellular inventory for VN. If not, look at other traffic sources.
There is plenty of traffic..
Go2mobi doesn't have the carrier targeting setup perfectly for some GEOs, it's something they are aware of and working on, it's not such an easy task but they will get there eventually - pretty much all networks have this problem to some extent. In some cases it's just not categorized properly, so try to check the "cellular&wifi" option and see if the carriers aren't there - in many cases this is the case.
As other's have suggested: Check go2mobi's inventory to verify whether they have traffic volume for that carrier or not.
If you're sure that carrier has volume, then look for that carrier by name without filtering by carrier only. Many carriers are in the "wifi" category by mistake. Just choose it anyway - go2mobi will know to send you carrier traffic.
Another big tip: You can get better conversion rates (sometimes MUCH better) by targeting by IP instead of by carrier name. This is a more accurate way to target (even the go2mobi rep I've spoken to said so; but note that they're in the process of switching to a more accurate database).
To find IP ranges for a specific carrier:
-Go to http://ipinfo.io/countries/lk (replacing the last 2 letters with the 2-letter country code for your geo - you can find a list of country codes here).
-Click on all the ASNs for your carrier (DO google your carrier's name to see which other alternative names it may have - mobile companies are merging and unmerging all the time, so the same carrier is sometimes listed by another name), scroll down on each of the resulting pages and copy all the IP blocks.
-Enter these IP blocks into go2mobi (in your campaign settings).
Go2mobi will accept IPs in CIDR format. If you ever need to target by IPs on another traffic source, and if that traffic source will only accept IP blocks in the "range" format and not the CIDR format, you can use this tool to convert in bulk:
