I'm not revealing the network name for now, but it is supposedly a big network and I see their name around in events and such.
However they owe me around $3.8k and they haven't paid anything.
I see the that the payment status is "processing" on the system but not paid.
My AM came up with all kinds of excuses. "You haven't made $1k yet" understandable ok, "You haven't been with us for 3 months" ok no problem, "we will pay this week" then the next week the same thing, on and on until today. The last excuse was it is up to finance when to pay and the AM only submits the payment.
She could have been straight forward with me from the beginning.
In addition she told me today that for last week's leads I will only be getting 60% of payment due to low retention rate, I mean WTF? It is the same traffic I've been sending for the past 2 months but anyway I still do need to get any kind of payment from them. Not to mention they completely ignored the money from my first month lol and they started processing payments from the second month.
Any advice on what to do in this case? Is there hope since the payments are submitted or I should just forget about it and move on?
I did PM the network on STM but they never got back.

As competition is rife in this industry, I believe a networks reputation is the difference between it's success or failure (due to nobody trusting them). I am sure they won't risk their reputation over $3.8k. Maybe try writing a 'Legal' letter, politely asking for their cooperation and the fulfilment of their behalf of the contract between yourselves.
Try citing useful parts of their terms and conditions of service, or the terms of the agreed payment contract you entered into. If they still don't cooperate, take them to small claims court.
Be careful of naming and shaming companies as you could land yourself in a bitter lawsuit for defamation. But on the other hand, please PM me names of any companies that steal money. As I would most definately like to steer clear

This is funny but am sure no network will hold your funds unduly, Do you have proof of traffic and not sending shitty traffic other than is expected, did you read the description of the offer and you confirmed the Retention Rate before promoting the offer. Are you aware of their minimum payout before joining them, cause some networks like ours pays at $100 minimum threshold while some other pays $1000 minimum, some might do cheque as first payment method.
Point Note ; If traffic is bad, AM should have notified the first month.
If you are sure you have everything right, then threaten to post this issues in forums and all other resources, AM will gear up cause no company will want this.
AM said she submitted the payment and I can see it as processing on the system, but it has been like this for a month.
I passed all their thresholds when comes to minimum payment and time needed for new affiliates. No traffic quality issue.
When retention rate dropped AM notified me for the period where there is a problem. Other than that there is no problem whatsoever.
2 reasons for this:
1. You're a new pub so it takes some time for you to get situated in their system.
2. I'm assuming you're doing apps (perhaps go security or DU battery)? Maybe Your lead quality is garbage so the networks aren't getting paid themselves.

The finance thing is likely legitimate. I know the network you are talking about and myself and other people I know have that issue for the past 3 weeks. The lead quality is something you have to work on though, not the network's responsibility unfortunately. The amounts in question for me and my friends are much much higher than yours, so I wouldn't worry about it just yet.
I was told that everything should get back to normal starting this Wednesday. Fingers crossed for that! :P
This happens, I've had a bad experience with a network too - they kept saying they've processed it but the back office said its still processing it.
I bashed that company on Twitter and then they quickly sent me my cash lol
Beat them up on Twitter or even this forum, just use their name and bash them.
And after that, never deal with the network again.
would you please PM the network in private please ? i just started AM and i'd like to avoid this situations 
I just want to note that I did receive a part of my payment last week, payments from March and April & May. Still pending June & July though.
It required a lot of chasing, but hopefully I will get the rest of my payment.
Always keep written records, screenshots, etc. in these cases.

Two things I don't get here.
1) Why lol? There's absolutely nothing funny about not getting paid
2) Why are you not revealing the network's name?
Unless it was agreed upfront that they could adapt your payout due to low retention rate, it seems like a scam.
Also, if they confirmed that "you will get paid next week" and then they don't come true, thats definitely scam then.

Unfortunately for you 
things are simple.
There is thresholds for payments.
There is offers terms that you should follow (like previous poster said, it has to be upfront) or you risk not being paid.
Some delay on payments is acceptable, It could happen for various reason, like in any business.
Other than that, probably BS.
It happens and unfortunately often resolved by outing the network where it hurts.
