I want to ask are SOI Sweeps on FB a high risk strategy in terms of getting accounts banned? I know pin submits are definitely a no-no but going through FB's TOS it seems they do allow sweepstake promotions. Was just thinking if I run it through a lander, would it be able to work?

According to my experience, SOI sweeps are way more safe than Health/Skin and other offers like that..
Run it through a lander, as long as you aren't too edgy you will be fine. We see plenty of people doing this.
