Pop TS that does not have carrier targeting
I have a campaign that is converting on mobile carrier. But we cant target carrier for pop TS like popcash etc. So what should I do with those untargeted traffic segments?

Look for offers in the same GEO that accepts other carriers and send them there using Voluum rules.

Another method is send the wifi traffic to a monetizer service like Monetizer.co or YTZ. However, given that there's normally a LOT more wifi traffic than carrier traffic, things will probably not back out for you unless you're doing exceptional ROI on the carrier traffic.
I find that in general, it'd be best to stick to sources that have carrier targeting when you're scaling on a carrier offer.
And of course, you can always start testing offers that convert well on wifi for that same geo.
Speaking of scaling - if you have a carrier offer that works well on pop, do consider doing some testing on mDSPs like go2mobi. If you do try go2mobi, try to target by IPs and not carrier name. I find that I get better conversion rates using IP ranges.

Amy, go2mobi is about banner right? But i dont know how to design a banner. Can you give me some general tips on this?

Design is not my expertise, but ugly and simple can work very well - the angle is the main thing to test when it comes to banners.

I don't know what kind of offer it is you're promoting, but if it's the kind that has a very good offer page, that doesn't require a lot of preselling, you may be able to direct-link to the offer using generic banners as described here:

Another case where you can test generic banners, is if your current lander (the one you're using for pop) is compliant for mobile display traffic, meaning it's not misleading or scary in any way.
At the end of the day, the best way to test an offer on mobile display is to brainstorm angles, write headlines, collect images, and make relevant banners. Using generic banners is only a shortcut that will only work for certain types of offers. Banners that are relevant to the offer will do better if you have the right angle.

Carrier traffic is available in limited quantities, so it would make sense to expand into display traffic to increase the volume you have access to. Good luck!
