Targeting Specific ISPs in PopAds can't find ISP?? (Vietnam)

I'm looking to run a campaign on three offers in Vietnam and these are the carriers that they accept:

Offer 1: WIFI, Beeline, MobiFone, Vinaphone, Vietnamobile, Gtel
Offer 2: WIFI, Beeline, MobiFone, Vinaphone, Vietnamobile, Gtel
Offer 3: WIFI, MobiFone, Vietel, Vinaphone, Vietnamobile

With that, since only one offer has Vietel, and that same offer is missing Beeline, i need to target:

WIFI, MobiFone, Vinaphone, Vietnamobile, Gtel


Specifically in PopAds, I only see Mobiphone and Global Telecom (Gtel) - I also can't find the parent companies for the other two (Vinaphone - VNPT; Vietnamobile - Hanoi Telecom).

This is the choice list:

Does anyone have any experience in dealing with something like this? How would you handle this, or would you just run WiFi - and do you know how to do that in PopAds?

Following up here - has anyone come across this issue on PopAds with targeting specific VN carriers like this? (e.g., can't specifically target vietnamobile/vinaphone, etc.). Not sure if this is viable or if you can just target all carriers and it will work itself out.

If not, does anyone know if there are mobile pop sources that can do this?

I'm not all that familiar with Vietnam, but this is a problem that you will face in many GEOs and on many traffic networks, there are 2 main reasons for this :

1. many carriers were acquired by some large ones, so in some cases you can see multiple names used for the same carrier. Wikipedia is a pretty good source for this, search for the carrier you want to target and they usually have their history documented pretty well.

2. many sources don't have carrier targeting sorted properly, IP ranges are often wrong, they don't have all carriers covered ... if you can get the IP ranges yourself somewhere, there are sources that will allow you to target by IP.

Carrier targeting is still quite a mess so to speak, there are not many accurate DB's out there and some traffic sources are only starting to use them lately.

In this case then where the offers only accept certain carriers - would you just target all carriers and hope the offer only catches the right ones?

You can try that, but usually it will loose money. You need to setup backup offers for this and send the other carriers there .

The best is to not buy the other carriers at all, but I know it's not possible with all sources.
