Is there a way for me to test an international mobile pin submit (ie. Thailand or VN) on my phone, to see if a conversion registers in my network and in my tracker.

Not reliably. This is why I'd suggest picking an offer to run from the top offers list. If it's on there you'll know it works.
Without being connected through the carrier that the offer supports, you cannot really subscribe so it can't work. Almost all offers have carrier detection so it won't even let you start the subscription process.
