let me give you a few tips 
1. the rollback campaign on popads - I see higher ROI on it than on the first two campaigns actually, is that a mistake in traffic price? CVR % is not the most important factor, the profit is what you need to look at. When running this campaign, did it make more money than the optimized 2? If the profit was higher, you should have continued with the rollback, regardless of the drop in the CVR.
2. You were pretty close to breakeven here, did you try optimizing it somewhat? Did you try different LPs here? Since it's different traffic type, it could perform better with another LP.
3. Popcash looks ok, not mega volume but at least there was some profit. Zeropark is out for sure. Propeller and Adcash : this could be the LP issue again, I would try to retest some of the other LPs that showed decent performance. This is the case pretty often, different source responds differently to creatives. That's why it's sometimes hard to transfer profitable campaigns from one source to another.
4. Porting to another GEO can be complicated, especially with apps as the performance depends on saturation quite a lot. When I was pushing apps actively, it was the case all the time, some GEO's simply didn't work, while others were killing it. One way or another, it's like starting a new campaign again, your audience is very different from one GEO to another, so you will need to test again.
5. I still see a lot of people pushing apps with banners, so maybe try this traffic type. Get an account with go2mobi or avazuDSP and test it there.
I would not abandon this campaign, you obviously found a working funnel and SA isn't that small GEO. So you just need to find the traffic somewhere.

So for the roll back campaign, the ROI should be around 30% actual spend is $115. Anyhow I think I should retest the roll back, but I should do BOT test first (didn't do that before).

This is in response to your PM - you've already gotten great tips from matuloo. Here are a couple more:

2)Increase your frequency to get more traffic. Your CR will likely go down, but your total profits may increase as a result (which ultimately is what you're trying to maximize).
3)TEST MORE OFFERS! You mentioned in your PM that you reached green by cutting your way to it. This is why your scaling efforts have not been satisfactory, and this is one of the reasons why I always suggest for people to avoid getting green by cutting lots of placements. See if you could find similar apps, or even non-app offers that are very similar in nature to your current offer.
If you can't find additional offers to test, or otherwise increase your ROI in a big way, I would suggest not to spend additional time on scaling this camp. Your time could be spent more constructively on testing new stuff - new offers, new geos etc.
