I find on my initial testing campaigns of $15 (low payout offers), even when I set the daily spend to $5 the traffic source blows through it pretty quickly.
I tried moving down the maximum spend / hr in throttling, but the minimum you can put as a throttling option is $3.6/hr.
Any suggestions on how to spread this better so my data is better distributed?

Here's where you do it: 
However, I wouldn't suggest doing this because PopAds will probably react differently to the bid rate you have set. Feel free to experiment as I haven't tried this yet. This probably also means you have to have a bigger budget to test. If you're spending $5 fairly quick, I'm going to make a few assumptions you're targeting one of the big geos or there's a lot of competition in terms of bidding for the geo you're targeting.
Hey Simon - I figured I'd try and run another campaign without throttling. I'm bidding at about 50% higher than the average bid for my targeting preferences (I believe you gave me this tip!).
Maybe I'm bidding too high with a $15 budget and wanting to spread $5/day?
How much is the payout? $15 budget is pretty low
I'm even getting this message when I disable throttling:
"Your campaign is currently throttled to spending not more than $1 per minute. Make sure to have more than $15 remaining in both budget and daily budget to avoid throttling."

If you have a lot of traffic and can't go lower than 3.6 per hour, and you don't wanna bid lower to not diminish the quality of the traffic, there are a lot of other options in PopAds you can play to reduce traffic.
E.g. Quality Level, PrimeSpot, Capping, You also can select languages, Or just certain OS versions or even Carrier.
You can also check Inventory at PopAds click on the country you want and will tell you where most traffic is coming from, for each of those settings.
Also you can ask your AM for the best converting hours for the offer you have and only run during that time!
