Do rebill advertisers care if you use celebs on your lp?
Do rebill advertisers care if you use the standard advertorial landing pages with celebs?

As far as I know, the FTC rullings held the entire chain (advertiser - aff network - affiliate) liable. So if an affiliate uses uncompliant shit, he puts himself, the aff network and the advertiser in jeopardy.
So yes by default they care. Unless its some pump and dump operation on merchant's end and you get a clear go signal to use them, dont use them.

Some allow the dirtiest stuff, some allow shit. Since it's a dirty offer itself you should say, don't be a dick and allow everything.
BUT the flipside, since it's a dirty offer itself, some are more careful too to fly under the radar.

I don't think its related only to Rebill advertisers.

even if you do get some kind of approval you are still walking on a thin line where the advertiser can be in risk of getting sued and not paid.
only if there is a sign up agreement with the specific Celeb you are allowed to use their image,

To summarize it if there is a doubt - there is no doubt!!!

Depends from advertiser to advertiser. Best thing with such offers especially is to send over your creative for approval so that afterwards no discussions arise OR to work with the creatives the network/advertiser provides to you upfront

Bear in mind that while the advertiser or/and aff network might have a system in place to "avoid" various lawsuits, usually by having disposable companies in offshore locations, the affiliate might not have same "liability avoidance" setups in place. So if shit hits the fan, the advertiser will escape with no damage, while the other parties will get fcked.
My point: Even if the aff network or advertiser says something is ok, at the end of the day the affiliate is still liable for the shit, even if it was approved. And in case the shit hits the fan, the unpaid money will be the least of the problems.

In what context? It depends on a number of factors vs. how flexible they are. Are you direct? vs. a network?
How is your relationship with AMs / historical spending history / trust?
We've seen rebill advertisers do crazy things to get more traffic sent to them - remove TOS / key rebill terms / encourage celeb angles / temporary images etc.. On the other hand we've also seen very strict rebill advertisers.. it's a mixed bag - it's up to you to decide and play things smart.
