Kind of a newb question here but anyways here goes…I am launching a dating comparison site similar to this http://www.top10bestdatingsites.com/ and this http://top5-datingsites.com/ and I have a question about creative submission/approval to the advertisers in CPA networks.
This isn’t a just simple landing page promoting one offer like you used to see on pof and facebook in years past. Instead, like the examples above, this will be a full fledged site with dating advice articles, dating studies, and in-depth reviews of all the dating sites being promoted. I plan on sending traffic to a page that lists all of the offers in a comparison table.
So my question is, do I need to submit to the advertisers any banners I will use that link *to* my site for generating traffic?
The banners I have in mind wouldn’t have any verbiage or logos relating to any of the offers (it would have a generic image of a girl or a couple and read something like “Best Dating Sites of 2016 - pick the best site for you.”). Again, it would be linking to the page on the site having the comparison table, and not linking directly to any of the offers. (I do realize the need to submit any creative used on the landing page, and the landing page itself.)
As an aside, I’ve read where people with blogs that promote an offer would submit the blog post and any banner/creative on the blog post. And *not* submit any creatives - that wouldn’t relate to the offer being promoted anyway - that they use to generate traffic to the blog itself. I’m wondering if this is the same kind of scenario.

From what I understand from you, you dont need to get your creatives approved by any advertiser as you dont use them to get traffic to the advertisers pages, you use them to get traffic for your site.
Unless we are talking about some very very strict advertisers (which I still dont think would demand to approve the creatives you are talking about) then the creatives you use in order to generate traffic to your site are not relevant to them.
Advertisers need to approve creatives that are directly linking to them/their offer.
