I have a question about offer testing.
I can find 3 different offers from different advertisers with different landers in one network. And then I can find those same three offers on other networks.
How do you go about testing different offers?
I am currently starting with offers that have different landing pages. Test those and try to find identical offers from that advertiser in every network and test against the best network. Is that the correct way?
Do you retest offer(same landing page) from other networks that on one network showed 0 conversions? I do not, because I dont think that if same offer on one network had -100% ROI, it will not get to positive ROI on just from different network.
Is my thinking correct?
And what is the biggest difference you have seen in ROI from just taking the same offer from a different network?
Hope it makes sense. 
First of all, we have to realize one thing - the same offer CAN convert better with another network, but it can also convert WORSE and you might have hit the better one straight away. So this can help you but it can also cost you a lot of money.
In an ideal world, what you lined out would be the way to go - you would find the same offer on as many networks as possible and test all of them. But like many things in AM, its not viable to do it the "proper" way. There is simply too much networks and offers have too many landers, you would loose an arm and leg to test them all.
So how to treat it? Everyone has their own style and I can only tell you how I do it : it's crucial to have a trusted aff network or two or three ... guys you have some history with, who know you can send volume and who don't play tricks on you. Use these networks for initial testing and once you find something that shows promise, only then start testing the same offer with other networks - in an effort to boost the ROI.
To me, testing the same offer with various networks is something like a "medikit" when I can't get an offer working with my trusted networks but it's almost there
I try to find the same offer landers on the other network too, and retest them against those that AMs at the other network recommends. Sometimes it works, sometimes it doesn't 
Truth to be told, I have seen pretty big difference between networks with initial tests, but with large volume, the difference tends to become smaller and smaller. Don't get me wrong, the difference really can turn a slightly loosing campaign into a green one and there are many other reasons to run the same offers on several networks (caps, quality issues etc ...), but to me it's not something that can turn a -50% campaign into +50%. Definitely test it, but don't expect miracles.

How’s it going?
As @matuloo pointed out, this is not an exact science. You’ll see that you’re gonna have to test different offers or even the same offers many times, on different networks. My advice to you is quite simple: do this only when it’s necessary and not just for the sake of testing everything. What I mean is this: in case you already have a very successful campaign with a specific offer on a given network, it doesn’t make much sense to try it on another one just because it also happens to be there. Why? Due to the fact that the performance can be worse, making you spend money unnecessarily.
About the offer: remember the flow can be longer depending on each offer, meaning that there can be some redirections between networks. Example: you can hesitate between Network A and Network B. What can happen is that Network B gets the offer from Network A. Get it? In this case, you have one more redirection and a payout cut.
Moreover, it’s also super important to make sure you’ve got a small number of good and trusted networks; a group that allows you to develop a relationship based on trust. Bear in mind that networks aren’t mere offer sources, which means you probably should have a good interaction with them. Remember: you’ll definitely need help along the way, especially because there may be some traffic issues. Trust me: a good relationship with your network can help you a lot.
Let’s summarize: I guess that you could test different networks if you feel you could turn a non-profitable campaign into a profitable one. For you to come to that conclusion, you need to be sure that the problem is with the offer only, which isn’t always the case. It seems obvious that, if you realize the same offer has a better performance on a different network, you should certainly expand and test other offers, since you can get better results overall.
Here’s another circumstance in which it could be useful to test: you can realize you’ve got a campaign in which you’re already profitable and know that the target works and still feel you could boost your results, taking them to a whole other level. However, be careful. Those cases are a throwback to what I’ve already alerted you about: the idea that you could be facing easily avoidable, unnecessary risks. It’s important you realize you should only do this if you plan the situation well, otherwise you may ruin what was a great experience, turning it into a mess.
