I've been cheated from Chinese networks before and am about to run one of their offers again 
Do you guys know Joyreach or take any payment from them ever?

I haven't heard any mention of them. Send them a small amount of traffic to start and see how responsive / quick with payments they are.
Once they see you are sending quality traffic try and negotiate pre-payments.
