I'm not sure what you were asking, however from the suggested bid I'm assuming you're wondering why it is so low?
FB shows different suggested bids for accounts of different standing, it can't always be trusted and can change if you launch a fb happy campaign.

Did you manage to get things resolved? Get some ads running, if you don't get any traffic after 24hours, then and only then increase the bid gradually to see how things go. It's a good ideas to bid a little over the upper suggested bid so you have a higher likelihood of getting quality impressions - so you ads get off to a good start.
