First off can you answer these questions? Then maybe I can help you further.
-where is your data coming from? Did you buy it? Revshare? Generate it yourself?
-how many records do you currently have?
-how many times have you nailed the aforementioned data?
-what mailing platform are you currently using? Is it shared IP ranges like aweber, icontact, get response etc? Or is it a third party / custom mailer that you control the MTA and IP space, delivery, openers and clickers etc
-have you planned on cleaning the data to ensure that your IPs don't get f'd up by bounces / traps?
