I ran a mobile app install campaign in Indonesia and got 655 clicks through to my landers and 109 through to the offer with lander CTR of 16.64%. However I only got 1 conversion (the other conversion was a test one). I spent around $50 and got almost nothing back. (see attachement)
Can I conclude through this that the offer is not good enough and stop the campaign or could there be other possibilities? This is because of the 109 clicks through to the offer only 1 converted. It means people did try to see the offer but didnt convert. I have possibilities below
1) The offer is not good and doesnt convert
2) My chain is not congruent from banner to offer i.e. people see something completely different when they reach the offer (not what they expected)
3) Offer is not loading fast enough resulting in long wait times after clicking on the lander
Is there something else I should test? By all this clicks are spread of hundreds of placements.
Insights from experienced members shall be highly appreciated

If you launch a new campaign with just one offer, you will always have these questions with no answer.
Start with rotating atleast 3 different landing page styles and 3 different offers. This way you will quickly find out which LP/offer combo works best. Then you can focus on cutting placements and optimizing on the ad network side.
ps. please don't do "test conversions" without informing your AM
I usually go for 5 lps and 5 offers to start. Obviously go ask your AM which offers are the best 5 in volume.
Thats not enought to conclude the offer is bad.
Having a good CTR is one thing, but it doesnt mean that the lander is suitable ("selling") the offer.
For (extreme) example, I can use a great LP with a very good looking "girl next door" that is offering something sensible (lets say a good looking mainstream dating app). I will probably get a very good CTR. But the offer isnt a mainstream dating app its a loan offer. So I probably wont get many conversions (as the offer itself wasnt related to the cute girl in the LP).
This was just to get the point across. The same can happen even if you use some sort of LP you think is related to the offer but in reality it isnt really and users who click on your LP will not continue with the funnel as they arent really interested.
Your 3rd option is also a reasonable possibility.
And as Wannabe mentioned, you shouldnt do tests on your own.
