How to get targeted paid Instagram followers for client?

Hi all,

I'm running a paid social media campaign on Facebook and Instagram for a client. One of the objectives is to grow the account's Instagram follower base.

I know plenty of ways to get followers through hashtags, following accounts, buying followers, bots, etc., but here's the challenge:

This client is very particular about their brand and won't give us access to their account. They only want us running paid ads.

That said, Facebook won't let you run a paid Instagram campaign for followers - only for website clicks on IG. I've tried running Facebook website click ads that link to the client's IG page, but amazingly only about 1 in every 300 clicks is actually following the account despite the clear call to action within the Facebook ad!

Any creative ideas as to how I can get this account more targeted (real) followers without having access to their account? I'd generally be willing to spend up to $1 per follower if that's what it took.

Its not fb ads, but how about buying shoutout from other big pages in the same niche?

Thanks. I've thought about that, but wonder what the cost per follower would back into.

Is there a marketplace for this somewhere, or would manual outreach be the way to do this?

I have seen some small marketplaces for certain niche like fitness, but the pages who sells shoutout on the marketplaces are all pretty dead with low engagement and full of bots.

I would contact those big pages with good engagement directly and do some little tests.

Also I believe you would get more info about buying shoutout on Blackhatworld.

Try and make your client understand why you're doing what you're doing.
Make them understand, they are throwing away money the way they are currently attempting to do it.

Tell them (force them) to move this budget into creating more engaging content, content that's exciting, shareable, clickbatey - all while maintaining an air of class for the client. It can be done. Most big brands are doing it.

You need something to work with. You can't expect people to 'like' a page that isn't interesting for them.

Content is king. Make your client see the value in creating content that is not only quality, but engaging.

I can't remember the site URLs, the owners of the marketplaces contacted my by tagging me on their pages, it was 1 year ago.
All these marketplaces consisted of about 20-30 pages with at least 100k followers each, I've bought some $20 shoutouts from them,
got about 20 new followers for each shoutout, I don't think it worth the money.
